Special Education Services
2026-2027 School Year
The Holly Springs School District (HSSD) through the Department of Special Education is soliciting competitive written proposals from qualified service providers for the following Special Education Services:
- Psychological Evaluation Services
- Physical Therapy Services
- Occupational Therapy Services
- Speech/Language Therapy Services
- Behavioral Therapy Services
Proposals will be evaluated based on technical qualifications, experience and cost/price reasonableness, in accordance with applicable federal and state procurement regulations.
Evaluation Criteria Include:
Technical Criteria
- Service delivery model aligned to student IEPs and IDEA requirements
- Staffing qualifications, licensure and supervision
- Compliance with IDEA, FERPA, HIPPA and documentation standards
- Implementation procedures, including scheduling, reporting and progress monitoring
- Quality assurance practices, including internal monitoring and corrective actions
Experience Criteria
- Years of experience providing comparable IDEA services
- Experience serving districts of similar size and scope
- Qualifications and experience of key personnel
- Past performance and references
- Experience with state and federal monitoring and audits
Cost Criteria
- Price reasonableness
- detailed cost breakdown
- Allowability of costs under federal regulations
- Cost effectiveness

A type- written proposal must be received by noon Central Time (CT) on Friday, June 12, 2026, at kautry@hssdk12.org ( preferred method)
